1. INTERCARGO WORK PROGRAMME ITEMS
AIR EMISSIONS : MA (A-Z Technical / Air Emissions) 20080131 : A summary report of the IMO’s Scientific Group which looked at the various options under consideration as part of the MARPOL and NoX Revisions. Intercargo was pleased to have supported IMO and taken part in this process to articulate the views of the membership on this significant and far-reaching issue. Intercargo members will be given an opportunity to review this document and existing Intercargo policy and set industry strategy on Air Emissions at the forthcoming CASTEC and Executive Committee meetings in Shanghai in March 2008.
COMMON STRUCTURAL RULES & GOAL BASED STANDARDS : Monitor Only – Website to be updated

CRIMINALISATION : A short piece on the Fair Treatment of Seafarers Guidelines will be posted on the Members Area shortly.

ENVIRONMENTAL LEGISLATION :
20080123 : Please be advised that the St Lawrence Seaway System will be introducing new Ballast Water controls with effect from the opening of the system in March. These controls will impact on those vessels which enter the system as “NOBOBS” – No Ballast on Board. If you are affected by these Rule changes and would like to make representations or to find out more, please contact ian.harrison@intercargo.org. The M.A (A-Z Operational – Seaway System) contains details of these proposals.
20080123 : M.A (A-Z Technical / Oil Record Book Entries) 200801213 : Through the kindness of Intercargo Associate member, the UK P&I Club, we are pleased to pass to members their advice on how to avoid problems in the completion of the Oil Record book.
LIFEBOATS : MA to be updated
LOADING RATES : The “INF” (Information) paper is being prepared for IMO by the Intercargo Secretariat.
POOLING : As a reminder, the information and prognosis about the European Commission changes on Tramp Shipping Competition Policy posted in October on the MA (A-Z Commercial) has been reviewed and found to reflect the ongoing situation “today.”

RECEPTION FACILITIES : MA to be updated
STOWAWAYS : IMO report a 35% growth in the number of stowaways reported to it in 2007 compared to the previous year – from 657 in 2006 to 889 in 2007. But it is commonly assumed that there is a significant degree of under-reporting of stowaways and all parties are strongly encouraged to ensure reporting of incidents to IMO. The number of incidents increased from 244 in 2006, to 252 in 2007. Of these cases, Bulk Carriers only featured in 18 of the incidents.

3. REQUEST FOR FEEDBACK
MOZAMBIQUE CHANNEL : As a reminder we are looking for members who could spare 10-15 minutes on the phone or via e mail rob.lomas@intercargo.org to explain their views on navigational in the Mozambique Channel. This is as per a request from the South African authorities.
4. INTERNAL ISSUES TO NOTE
SHANGHAI MEETING : MA (“Intercargo Meetings”) contains the Hotel Booking form for the Shanghai meeting. The format for this event is as follows :-
• Monday 10 March – CASTEC (Technical Committee) meeting at the main venue, the Millennium Hotel, Hongqiao, Shanghai (Morning and afternoon). This is for CASTEC members only. Please note that Draft Agenda for this meeting may be found on the MA (CASTEC Meeting Papers).
• Tuesday 11 March – Executive Committee (morning) – Note : FULL Intercargo members are also invited to attend this meeting. A draft agenda will be posted on the MA “Intercargo Meetings” section tomorrow.
• Tuesday 11 March – (afternoon) – Presentations on topical subjects of interest. Please note that we have been fortunate enough to once again to secure the services of Mr Simon Yang of COSCO, who will deliver the up-to-date prognosis on the Dry Bulk Shipping Market. This session is open to all Intercargo FULL AND ASSOCIATE members, together with selected invitees from the local Shipping Community.
• Tuesday 11 March – (evening) – Gala Dinner open to all Intercargo FULL AND ASSOCIATE members, together with selected invitees from the local Shipping Community.
MEMBERS LUNCHTIME PRESENTATIONS – All Members, Full or Associate, are welcome to attend the increasingly popular Intertanko / Intercargo lunchtime presentation sessions which take place at the Intercargo offices in London. These meetings will take place on Wednesday 20 February; Wednesday 16 April, Wednesday 25 June and Wednesday 19 November. The first meeting on 20 February at 1200 will discuss the strategic options for reducing air emissions including an introduction to emissions trading. Mr Lars Carlsson of the SEAaT organisation will be the speaker. Although possible to turn-up on the day, it would be greatly appreciated if you could e-mail Minerva.alfonso@intertanko.com if you intend coming as this assists us to make the appropriate seating and lunch arrangements.
NEW MEMBER – Intercargo is delighted to welcome Kassian Maritime Navigation of Greece, who will be entering their seven Panamax vessels.
