Reception Facilities & MARPOL Annex V

You need JavaScript enabled to view it. for a copy). It lists 301 ports/terminals with port reception facility issues and/or ship-terminal interface problems in relation to:

  • Anchorage,
  • Cargo shortage,
  • Corruption,
  • Crew shore leave,
  • Depth of berth,
  • Length of berth,
  • Loading/unloading,
  • Mooring,
  • Ship to ship transfer (STS).

INTERCARGO members are encouraged to request their bulk carriers to use the attached “Template - Terminal Report, v.5.1” and report port reception facility issues and ship-terminal interface problems.

It would be helpful for the following view to be voiced at meetings and conferences and channelled to flag State administrations to promote their support for port State authorities to:

  • provide incentives in order for ports and terminals to increase investment in the provision of adequate PRFs.
  • Arrange floating plants in ports such as barges, in order to reduce discharge times rather than relying on trucks and portable tanks;
  • Receive HME cargo residues and hold washing water containing such residues without additional fees or, if not, charges should at the very least be at a reasonable level, reflecting the service provided and not as a disincentive to use the service;
  • Arrange HME washing water treatment plants to be located as close as possible to ports or PRFs.
