INTERCARGO wrote to the Ministry of Trade of Indonesia expressing concerns on its Decree No. 82/2017

Back in Oct 2017, the Indonesian authorities issued Decree No 82/2017, indicating:

  • Exporters of coal and crude palm oil (“CPO”) from Indonesia (and the import of rice and goods for government procurement to Indonesia) to use vessels “controlled” by Indonesian shipping companies and to procure insurance from Indonesian insurance companies.

In Apr 2018, another Decree No 80/2018 informed that for the mandatory utilisation of vessels controlled by an Indonesian shipping company, the effective date has been postponed from 30 April 2018 until 1 May 2020.

INTERCARGO wrote to the Indonesian Authorities in Feb 2018 and in Apr 2020, and requested the Authorities to review, remove or amend the relevant articles.
