Global Piracy and Security Situation

Update on 28 Nov 2025

A coalition of shipping associations, including BIMCO, CLIA, ICS, IMCA, INTERCARGO and INTERTANKO, has updated the Maritime Industry Security Threat Overview (MISTO).

The update, dated 26 Nov 2025, takes into consideration recent developments to the situation in the following regions:

1. Gulf of Guinea – predominantly Niger Delta-based pirates
2. Red Sea, Gulf of Aden, Northwest Indian Ocean – Houthis insurgents
3. Northwest Indian Ocean and adjacent waters – Somali pirates
4. Straits of Malacca and Singapore (SOMS) – pirates and armed robbers
5. Black Sea and Sea of Azov – Russia and Ukraine

The MISTO should be read in conjunction with Best Management Practices for Maritime Security (BMP MS) and other applicable guidance, all of which can be found on the joint industry website www.maritimeglobalsecurity.org.
