INTERCARGO Briefs on IMO PPR 11

The eleventh session of the IMO’s Sub-Committee on Pollution Prevention and Response (PPR 11) took place from Monday 19 to Friday 23 February 2024.

The following topics, inter alia, were discussed:

  • In-water cleaning
  • Scrubbers
  • HFO in the Arctic
  • Black Carbon

Key decisions related to the above topics include:

  • The Sub-Committee agreed to establish a Correspondence Group (CG) on the development of Guidance on matters relating to in-water cleaning.
  • The Sub-Committee did not come to any conclusion regarding any regulatory requirements on banning scrubbers or discharge water but invited Members States and NGOs to submit further proposals to the next session of PPR.
  • The Sub-Committee agreed to Draft Guidelines on mitigation measures to reduce risks of use and carriage for use of heavy fuel oil as fuel by ships in Arctic waters.
  • The Sub- Committee finalised the Guidance on best practice on recommendatory goal-based control measures to reduce the impact on the Arctic of Black Carbon emissions from international shipping.
