GABON’S CARBON LEVY FOR MARITIME TRANSPORT

The Sovereign Carbon Initiative of the Gabonese Republic

In accordance with Presidential Decree No. 0054/PR/MECCHF of January 16, 2025, (attached) establishing the Sovereign Carbon Initiative of the Gabonese Republic, a carbon mitigation obligation will come into effect for all international maritime operators in Gabon.

 

Applicability

As part of this initiative, a Carbon Contribution will be applied to vessel calls based on the distance from the last port of loading to the next port of discharging.

 

Carbon Levy Implementation

Based on the information received by our member:

  • The tax is USD17/mt CO2e on half of the emissions to and from Gabon, capped at $15000 per leg. (Unknown destination will see a charge of $0,25/GT)
  • A carbon footprint online calculator to anticipate costs is availablehttps://gabon.asc-registry.org/simulator

 

Entry into force

This measure has taken effect from April 1, 2025.

 

African Sovereign Carbon Registries

Current Sovereign Carbon Registries are Djibouti and Gabon Registry while more African Countries are considering   joining the initiative:  

  • Benin Registry
  • Kenya Registry
  • Madagascar Registry
  • Togo Registry
  • Morocco Registry
  • Mauritania Registry
