Goal Based Standards (GBS)

The 87 session of the Maritime Safety Committee (MSC 87, May 2010) adopted amendments to SOLAS (Chapter II-1, part A-1) to make Goal-based ship construction standards mandatory. This requirement will apply to bulk carriers and tankers greater than 150 meters in length, for which the building contract is placed on or after 1 July 2016. This extension (from the originally proposed 2015) allows sufficient time for the IACS harmonisation of the CSR, and industry consultation, to be completed prior to submitting the harmonised CSR for verification.

The GBS were adopted as Resolution MSC.287(87) (available below). Work on various supporting guidelines continues.

The Ship Construction File concept proposed by a cross-industry group (including INTERCARGO) was also agreed (see IMO papers below). The detailed guidelines to support this concept are subject to further work by the industry group.
